The Learning Impact Awards is organised by the IMS Global Learning Consortium (IMS GLC) a worldwide organisation which develops and promotes the adoption of open technical specifications for interoperable learning technology.

The Learning Impact 2007 is IMS Global Learning Consortium's annual conference it creators, vendors, users, and buyers of learning technology. The conference agenda features among others discussions about the latest innovations in learning systems, digital learning content, the learning enterprise, and open technologies.

“The Learning Impact conference attendees represent a unique mixture of executives, technical architects, strategists, and implementers to lead the creation of a new era in learning,” commented Rob Abel, chief executive officer of IMS GLC.

The competition was the first global competition of high impact use of technology in learning. A set of twenty-five finalists, from nominations submitted from around the world, were invited to the Learning Impact conference in Vancouver to be judged by a set of six expert reviewers and combined voting from the attendees, which served as a seventh reviewer.

Conference participants included executive leaders in the education markets worldwide, chief technologists from organizations providing advances in learning technology, and information or academic technology leaders responsible for implementing, using, and selecting technology to support or enhance learning.
